Voltalia secures 25-year PPA for 526MW hybrid project in Uzbekistan

Renewable energy company Voltalia has signed a power sales agreement with JSC Uzenergosotish for its 526MW Artemisya hybrid project in Uzbekistan.

The agreement was announced during Uzbek President Shavkat Mirziyoyev’s official visit to France in March 2025.

The Artemisya project integrates 126MW of solar energy, 300MW of wind power and 100MW/200 megawatt hours (MWh) of battery storage.

The PPA extends for 25 years for solar and wind energy and 15 years for storage, ensuring long-term financial viability for the project.

The project is expected to meet Uzbekistan’s growing electricity needs and manage peak consumption with its storage capacity.

The annual production capacity of the Artemisya cluster will equate to the electricity consumption of 2.5 million inhabitants in Uzbekistan and will offset the emission of 598,000t of CO₂ annually.

Construction is scheduled to begin in the first quarter (Q1) of 2026 for solar and storage, and in Q3 2026 for wind power.

Voltalia CEO Robert Klein stated: “This signing demonstrates our strong commitment to supporting Uzbekistan in its energy transition. Following the discussions initiated on this project in 2022, we are now concluding a significant power sales agreement, further strengthening our presence in the country.”

In addition to the PPA, Voltalia has signed two new co-operation agreements with Uzbek authorities.

The first establishes terms for the 500MW/1 gigawatt hour (GWh) Turan storage project, a tripartite partnership with the Ministry of Energy and the Ministry of Investment and Foreign Trade.

The second outlines the implementation of a 500kW agrivoltaic pilot project in the Tashkent region, to be commissioned in August 2025.

These agreements underline Voltalia’s commitment to supporting Uzbekistan’s goal of achieving 8GW of renewable capacity by 2026 and 12GW by 2030.

In a related development, Abu Dhabi-based future energy company Masdar recently inaugurated the 500MW Zarafshan wind farm in Uzbekistan – the largest such facility in Central Asia.
