PETROS and China Jiangsu International sign agreement to advance Kuching low-carbon hub

Petroleum Sarawak Berhad (PETROS) and China Jiangsu International Economic and Technical Cooperation Group Ltd (CJI) today signed a Strategic Cooperation Agreement to advance the development of the Kuching Low-Carbon Hub (KLCH), a flagship initiative under the Sarawak Gas Roadmap aimed at catalysing sustainable and high-value industrial growth.
The signing ceremony, held in conjunction with the official visit of the Governor of Jiangsu Provincial People’s Government, was formalised between PETROS Group Chief Executive Officer, Dato Janin Girie and CJI President, Song Qinbo. The signing was witnessed by senior officials from Malaysia, Sarawak and Jiangsu Province, including Sarawak’s Deputy Minister for Utility (Sarawak Energy Berhad and PETROS), Dato Haji Ibrahim Haji Baki.
“As the State-owned oil and gas entity, PETROS is entrusted to manage Sarawak’s oil and gas resources and lead its energy transition agenda. The Kuching Low-Carbon Hub is a game changer – a transformative initiative to translate Sarawak’s low-carbon policy into real economic opportunities for Sarawakians while contributing meaningfully to Malaysia and the region at large,” said Dato Janin Girie.
Under the agreement, CJI is appointed as one of the Anchor Partners for the KLCH. CJI will work closely with PETROS to support the master planning of the industrial hub. The KLCH will feature a state-of-art low-carbon industrial park designed to attract strategic industrial investors aligned with Sarawak’s ambition to become a regional leader in low-carbon economy.
PETROS operates across the full value chain of the oil and gas sector and is actively expanding into Carbon Capture, Utilisation and Storage (CCUS), low-carbon energy solutions and industrial decarbonisation. Its role in shaping the KLCH reflects a commitment to driving sustainable industrial transformation to unlock long-term economic value for Sarawak and Malaysia.
The establishment of the KLCH is expected to attract high-quality foreign direct investment and generate high-income job opportunities in Sarawak. This collaboration with CJI supports Sarawak’s broader strategy of partnering with experienced global players to deliver complex, high-impact projects which contribute to national economic and developmental goals.
CJI is a large state-owned enterprise headquartered in Jiangsu Province, China, bringing extensive capabilities in the planning, engineering and delivery of large-scale infrastructure and industrial development projects across Asia, Africa and beyond. Its portfolio includes developments in transportation, utilities, energy, ports and industrial zones.
The signing of this Strategic Cooperation Agreement marks a significant step forward in realising Sarawak’s low-carbon vision, reinforcing the State’s positioning as a credible, future-ready hub for industrial transformation.
