SEG Solar Signs Land Agreement for 4 GW HJT Solar Cell Plant in Texas

SEG Solar has signed a land agreement for a 4 GW heterojunction (HJT) solar cell plant, with a planned cost of $950 million, at its Tomball Industrial Campus in the greater Houston area of Texas. According to the company, the site would create more than 700 local jobs. The project comes as solar raised $25.1 billion in funding in nine months.

Two 2 GW phases in 2028 and 2029

The plant would come online in two 2 GW phases, targeted for 2028 and 2029 respectively. According to SEG, the Tomball campus would become one of the only U.S. manufacturing sites where HJT cells, modules and key components are made in one place. Elsewhere in the sector, Engie is building a 29.8 MWp solar park with 20 MWh of storage. SEG describes itself as a global vertically integrated solar manufacturer.

The facility will be located next to the Tomball #1 module plant, which has a 4 GW capacity, and the 4.6 GW Tomball #2 plant, currently under construction. Once completed, it will bring cell, module and key component manufacturing together on the same campus. The site will also include warehousing, a research and development center and a certified testing laboratory. The company also plans production lines for EVA (ethylene vinyl acetate) and junction boxes.

Domestic content and supply chain

SEG says its Texas-made modules, built with U.S.-produced HJT cells, would help developers and asset owners meet domestic content requirements while improving project economics. The company presents the site as a dependable source of U.S.-manufactured supply.

Jim Wood, chief executive officer of SEG Solar, says bringing HJT cell manufacturing to the U.S. will give customers a more domestic supply chain, with clearer sourcing and a single company standing behind the product. He describes SEG as the only U.S. company dedicated to integrated domestic vertical manufacturing. "American-made cells, American-made modules, one company accountable," he says.
