Philippines, Singapore explore power links, nuclear cooperation at SIEW 2026

Energy Secretary Sharon Garin and Singapore’s Minister for Energy, Trade and Industry Tan See Leng exchanged Letters of Intent (LOIs) covering the two areas on the opening day of the Singapore International Energy Week (SIEW) Summit 2026, the Department of Energy (DOE) said Thursday.

The proposed power interconnection would allow the countries to assess opportunities for cross-border electricity trading, potentially improving supply flexibility and enabling better use of complementary energy resources.

Under the LOI, the two sides may engage companies with credible proposals to assess the technical, economic, financial, and commercial viability of interconnection projects. They will also coordinate on regulatory approvals and licenses.

The initiative also supports the broader ASEAN Power Grid vision, including efforts to finalize the ASEAN Submarine Power Cable Development Framework.

The Philippines is likewise exploring electricity connectivity with Malaysia and Indonesia, with bilateral agreements and coordinated government support identified as key considerations for advancing regional interconnection projects.

Separately, the nuclear energy LOI covers cooperation in advanced nuclear technologies, workforce development, the nuclear fuel cycle, nuclear waste management, and civil liability frameworks. It provides for information and expertise exchanges, as well as research collaboration, subject to nuclear safety, security, sustainability, and non-proliferation principles.

“Regional cooperation is ultimately about the Filipino family. When we connect our grids and build safe, responsible partnerships in nuclear energy, we are working toward more energy sources, and more stable power for every home, so that the lights stay on for our families, our children can study at night, and our small businesses can keep their doors open,” Garin said.

During SIEW, Garin also joined a ministerial dialogue on regional energy cooperation and investment with Bhutan’s Minister of Energy and Natural Resources Sonam Tashi and International Renewable Energy Agency Director-General Francesco La Camera.

She separately met representatives of the US nuclear industry through the Nuclear Energy Institute, alongside US Department of Energy Assistant Secretary Theodore Garrish, and participated in an International Atomic Energy Agency forum on nuclear deployment policies, financing, and partnerships.

The LOIs establish areas for cooperation to be explored, but do not in themselves confirm that cross-border power projects or nuclear facilities will be built.
