Baltica 2 Offshore Wind Project: BGB Group Joins $4.5bn Development for Substation Construction

28 October 2026

Baltica 2 offshore wind project is expanding its construction team with BGB Group Global Limited appointed to deliver offshore scaffolding and construction services across four offshore substations in the Polish Baltic Sea.

The appointment strengthens the delivery arrangements for one of Poland’s largest renewable energy developments, as PGE Polska Grupa Energetyczna and Denmark’s Ørsted advance offshore installation and supporting infrastructure. BGB will provide engineered temporary access, specialist personnel and construction support through commissioning, scheduled for the end of 2027.

The 1,498-megawatt development will comprise 107 wind turbines and four offshore substations, supplying renewable electricity to approximately 2.4 million recipients. Meanwhile, the additional contractor brings specialist offshore access expertise into a construction programme that involves complex marine operations and multiple contractor interfaces. The project’s estimated investment is approximately €4.5 billion, equivalent to roughly US$4.7 billion, although the headline cost should be verified against the latest official project budget.

Baltica 2 Offshore Wind Project Expands Construction Capacity

The new framework agreement covers scaffolding design, installation, inspection, maintenance and dismantling. Furthermore, BGB will engineer temporary access systems for cable jointing and termination activities within the substations. Its personnel will also support cable termination for array, export and interconnector cables.

The contractor will supply offshore supervisors, vessel coordinators and Persons in Charge of Offshore Substations. In addition, its workforce will include rope-access technicians, riggers, certified crane operators, coating specialists and health and safety advisers. These roles will support safe execution and coordination across the construction and commissioning program.

BGB will deliver the agreement through its Polish operating company, BGB Group Global Sp. z o.o., based in Gdańsk. The framework runs until the end of 2027, with options for extension. PGE and Ørsted will order services on a call-off basis as offshore construction activities require them.

Ben Badham, Managing Director of BGB Group, said the appointment builds on the company’s experience supporting offshore substations and cable campaigns since 2017. He also highlighted the importance of meeting Polish legislation and construction supervision requirements. The company plans to recruit locally and expand its presence in the region.

Baltica 2 Offshore Wind Project Advances Substation Works

The appointment adds specialist construction capacity as Baltica 2 progresses through its offshore installation program. In May 2026, PGE and Ørsted began installing the project’s monopile foundations in the Baltic Sea. The campaign covers 111 foundations, including 107 for turbines and four for offshore substations.

The project also requires subsea cables, offshore electrical infrastructure and an onshore grid connection. Four offshore substations will collect and transform electricity before transmission to shore. Meanwhile, onshore infrastructure in Choczewo will connect the wind farm to Poland’s national electricity system.

BGB’s scope addresses the access and construction requirements associated with these complex offshore facilities. Its engineered scaffolding solutions will accommodate constrained substation decks and support multiple work activities. Moreover, the company will coordinate with other contractors and project management teams during installation and commissioning.

BGB will retain design, engineering, supervision and offshore execution within its own delivery model. The company will also work with Polish personnel and allow local subcontractors to tender for supporting supplies and services. This approach supports the project’s local-content objectives while developing specialist offshore construction capabilities in Poland.

Baltica 2 Offshore Wind Project Targets 2027 Completion

PGE and Ørsted reached the final investment decision in January 2025, clearing the way for construction. The partners each hold a 50% stake in the development. PGE estimates the total project budget at approximately PLN 30 billion, equivalent to around $7.8 billion using an illustrative exchange rate of PLN 3.85 per US dollar.

The 1,498 MW wind farm will feature 107 Siemens Gamesa turbines rated at 14 MW each. Once operational, it is expected to supply renewable electricity to approximately 2.4 million Polish recipients. The project is located about 40 kilometres offshore, near Ustka and Łeba.

The developers expect the wind farm to enter full commercial operation by the end of 2027. The project will strengthen Poland’s renewable electricity supply and reduce reliance on fossil fuels. Consequently, successful coordination among specialist contractors will remain important as installation and commissioning activities progress.

Baltica 2 Offshore Wind Farm’s expanding construction program highlights Poland’s growing offshore wind supply chain, alongside developments at the 390 MW BC-Wind Offshore Wind Farm. While PGE and Ørsted have appointed BGB Group to provide offshore scaffolding and construction support across Baltica 2’s four substations, Ocean Winds has advanced BC-Wind following its €2 billion financial close. The two projects involve different developers and contractors, but both demonstrate the scale of investment in Poland’s Baltic Sea wind infrastructure.
