Axpo and Fortia Sign Second 10-Year Wind PPA for Votorantim Cimentos

Axpo and Fortia Energía have signed a second power purchase agreement (PPA) to supply electricity to Votorantim Cimentos. The contract covers an additional volume of 26.28 GWh a year of wind-generated power over ten years. It took effect on 1 October 2026. In the wind market, DEME has also won the contract to install 69 turbines at the Zeevonk wind farm in the Netherlands.

A contract extending the first PPA

The new agreement follows a first PPA concluded between the three parties. That contract started on 1 April 2026, for a volume of 26.28 GWh a year over five years. According to the information released, the second contract complements the initial agreement and significantly extends both the contracted annual volume and the length of the supply.

Under this structure, Fortia acts as buyer of the energy contracted with Axpo and makes it available to Votorantim Cimentos. The companies say the deal consolidates Fortia's role as an integrator of long-term energy solutions for large industrial consumers. Prices and other financial terms were not included in the information released.

Statements from the three companies

Ignacio Soneira, CEO of Axpo Iberia, says the new PPA "strengthens our collaboration with Fortia" and shows how long-term renewable supply agreements can bring stability and predictability to industry. He adds that Axpo remains committed to solutions that support the competitiveness and decarbonisation of its customers.

José Miguel Moreno, managing director of Fortia Energía, considers PPAs effective instruments for improving industrial competitiveness by stabilising energy costs. In his view, the extension of the volume and especially of the time horizon allows Fortia to offer Votorantim Cimentos a "solid, predictable" solution aligned with its long-term needs.

A 50% clean energy target for 2030

Carmen Boulet, Director of Sustainability, Strategy and New Business at Votorantim Cimentos, presents the agreement as a step on the group's decarbonisation roadmap. She says it brings the company closer to its goal of sourcing half of its facilities' electricity consumption from clean energy by 2030.

She outlines four pillars of action: energy efficiency and the use of clean energy, the recovery of raw materials and alternative fuels, the development of lower-carbon-footprint products, and CO2 utilisation and capture technologies.
