Canada commits CAD 100 million to Wind West offshore wind in Nova Scotia
19 October 2026
The Government of Canada is committing CAD 100 million to advance offshore wind development in Nova Scotia. Energy and Natural Resources Minister Tim Hodgson announced the commitment on October 15 in Dartmouth, according to a Natural Resources Canada news release. The funds are intended to help secure the private investment needed to move projects such as the Wind West initiative from concept to development.
Wind West, a key component of the Atlantic Energy Strategy
Wind West is a Nova Scotia-led project to develop offshore wind farms and connect their output to customers. According to Ottawa, the initiative aims to generate enough zero-emissions electricity to power the province's entire population and export the surplus through new transmission infrastructure. Grid questions arise elsewhere too: VicGrid selected ACCIONA for the 2 GW Gippsland offshore wind transmission project in Australia.
The project is part of the Atlantic Energy Strategy, which was referred to the federal Major Projects Office in September 2025. The strategy would draw on onshore and offshore wind, nuclear and hydro power across Atlantic Canada to build a more connected grid. The federal government also ties the announcement to recommendations from the Atlantic Economic Panel, which called for developing the region's energy resources and strengthening electricity links between provinces.
Measurement buoys and transmission studies
Of the CAD 100 million, CAD 5 million will fund the deployment of buoys fitted with floating light detection and ranging (FLiDAR) technology. The buoys will measure offshore wind speeds and ocean conditions. The data is meant to help bidders prepare for the project's call for bids, which the Canada–Nova Scotia Offshore Energy Regulator will launch in winter 2027. The timeline echoes other award processes, such as the one in which Germany splits unsold offshore wind sites into smaller lots.
Natural Resources Canada is also providing nearly CAD 3 million to Net Zero Atlantic. The organization is to expand its existing modelling to cover the transmission of offshore wind power from Nova Scotia to Quebec, Ontario and beyond. It will also carry out marine survey work to support transmission cable routing.
What federal ministers say
Tim Hodgson says Nova Scotia's wind and its skilled offshore workforce, built on the legacy of offshore oil and gas, give Canada an edge in a global offshore wind market he describes as potentially worth $1 trillion. The minister says he wants to accelerate the sector's development and strengthen the province's role as a supplier of clean energy.
Sean Fraser, Minister of Justice and the minister responsible for the Atlantic Canada Opportunities Agency, says offshore wind could make clean electricity the province's largest export. Environment Minister Julie Dabrusin presents the investment as a way to position Nova Scotia as a major source of clean power for the Canadian economy. Ottawa also cites the Churchill Falls agreement, which it describes as the largest clean energy investment in North American history, among the milestones of its strategy for the region.
