Siemens Energy signs Syria power plant deals

Germany’s Siemens Energy has signed two manufacturing agreements for power plant projects in Syria as part of plans to restore the country’s energy infrastructure.
The agreements were signed in Berlin with an international consortium led by UCC Holding, a subsidiary of Qatar-based Power International Holding, through its unit UCK Power.
US/India-based Synergy Consulting is the financial advisory consultant to the consortium.
The contracts cover combined-cycle power packages for the Zayzoun and Deir Azzour power plant projects, announced last year as part of a $7bn memorandum of understanding between the consortium and Syria’s Ministry of Energy.
The May 2025 agreements include plans to develop 5GW of power generation capacity – doubling the country’s output – by constructing new gas and solar power plants.
This includes four combined-cycle gas turbine power plants in Traifawi, Homs and Zayzoun, Deir-Azzour and Mehardeh in Hama with an installed capacity of 4GW.
Additionally, a 1GW solar power plant will be developed in Wedian Al-Rabee in Syria’s southern region.
The projects will be implemented under build, own, operate and build, operate, transfer models alongside power-purchase agreements.
Following final agreements and financial close, completion is expected within three years for the gas plants and two years for the solar plant.
The contract designates UCC Holding as the primary developer – through its energy, concessions and construction subsidiary UCC Concessions Investment – along with two Turkish power sector partners, Cengiz Energy and Kalyon Energy, and the US-based Power International USA.
UCC Holding and Power International USA are both subsidiaries of Qatar’s Power International Holding.
It is understood that the US-based subsidiary was created to ease transactions and imports to Syria under the General Licence 25 (GL 25) US sanctions exemptions for Syria.
