Qatar Tourism and Ashghal tender West Bay waterfront PPP

Qatar Tourism (QT), in partnership with the Public Works Authority (Ashghal), has issued the request for proposals (RFP) – stage 1 – for the West Bay Beaches and Al-Safliya Island development project. The RFP closes on 2 November.

The project, structured as a design, build, finance, operate, maintain and transfer concession, will redevelop Doha’s West Bay beachfront and Al-Safliya Island into an integrated waterfront destination. Planned elements include eco‑tourism initiatives, waterfront leisure zones, dining and recreational facilities, and hospitality offerings across five beachfront plots.

QT and Ashghal say the scheme is intended to enhance the visitor experience, diversify Qatar’s tourism product and support the country’s broader non‑hydrocarbon growth objectives, aligned with the Qatar National Vision 2030 and the Third National Development Strategy 2024-30.

RFP stage 1 invites qualified Qatari, regional and international developers and consortiums with relevant track records to submit proposals that will inform design concepts and be used to prequalify bidders.

Successful teams from stage 1 will be invited to RFP stage 2. Ashghal has published the full stage 1 documentation, which sets out the scope covering design, construction, financing, operations and the eventual handover to the contracting authority.

International interest

The RFP follows an earlier expression of interest process opened in May and announced at the Qatar Economic Forum, when QT, Ashghal, the Ministry of Commerce & Industry and Invest Qatar invited regional and international developers to participate in the coastal link development between West Bay and Al‑Safliya Island.

The scope includes accommodation, food and beverage outlets, and recreational facilities, and forms part of QT’s Asset Masterplan to expand world‑class tourism infrastructure in support of longer‑term economic diversification targets.
