USD 600 million Bill approved for commuter train PPP project in Paraguay

Paraguay’s lower house has approved a US$600 million bill for the development of a commuter train project between Asunción and the city of Ypacaraí.
Having secured the endorsement of both congressional chambers, the proposal now proceeds to the executive branch for official approval, marking the commencement of its progress. The initial phase involves an engineering study focused on enhancing transportation in the metropolitan area, aiming for modern and efficient solutions. The approved plan includes an in-depth engineering study that will assess various aspects, such as impact, social enhancements, frequency, stops, and feasibility analysis.
The project involves the construction of a 43 km railway line eastwards between Asunción and the lakeside town of Ypacaraí, Paraguay. The line will be a double track for 15 km from Asuncion Central to Luque and then a single track for the remaining 28 km from Luque to Ipacarai. US$600 million is allocated for line construction and US$1 billion for operation and management.
The consortium led by the Korea Overseas Infrastructure & Urban Development Corporation (KIND) will operate the line for 30 years.
