SWPC issued RFP for Small Sewage Treatment Plants in Jazan

Saudi Water Partnership Company (SWPC) announced that the Request for Proposals (RFP) for Small Sewage Treatment Plant (SSTP) and Collection Network (CN) for Jazan Cluster Project has been issued to the qualified bidders.
During June 2022, SWPC announces the prequalified bidders (Lead, Technical or Other Members) for the Project.
Earlier, SWPC stated that, the Project comprises the development of 20 SSTPs of varying capacities with a total combined capacity of 104,500 m3/day (with sizes ranging from 1,000 m3/day to 15,000 m3/day), together with associated Collection Networks of approximately 1,500 km (with lengths ranging from 7 km to 415 km).
Jazan region is the first cluster that is proposed to be procured corresponds to SSTPs and associated Collection Network.
SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, and implementation for both SSTPs and the Collection Network and additionally, ownership, operation, maintenance and transfer of the SSTPs, together with associated infrastructure and facilities.
The Collection Network is to be handed over to the National Water Company (NWC) after construction.
Under a 25-year Sewage Treatment and Collection Network Implementation Agreement (STCNIA) with SWPC, a project company is to be incorporated to develop the Project and treat the entire sewage capacity supplied by SWPC.
SWPC’s obligations under the STCNIA will be supported by a credit support agreement from the Government of Saudi Arabia.
SWPC is being advised by KPMG Al Fozan & Partners as Lead and Financial Adviser, Jacobs Engineering Group Inc (CH2M Saudi Limited). as Technical Adviser; and Amer Al Amr Law Firm as Legal Adviser.
The Project Commercial Operation Date (PCOD) is in third quarter of 2028.
