The added value of the national construction industry has an average annual growth rate of 5.1%, accounting for more than 6.9% of the GDP. The average annual growth rate of contracts signed by construction enterprises is 12.5%. The operating income of design enterprises has an average annual growth rate of 24.1%, and the operating income of engineering consulting service enterprises such as engineering supervision, cost consulting, and bidding agency has an average annual growth rate of more than 15%.

The role of the construction industry as a pillar industry of the national economy has been continuously strengthened, and it has made important contributions to promoting economic growth, alleviating the pressure of employment, promoting modern urbanization, ensuring and improving people's lives, and decisively building a moderately prosperous society in an all-round way.

While the achievements are made, the construction industry still has problems of low development quality and efficiency, which are manifested in extensive development methods, low productivity, high energy consumption and emissions, unregulated market order, low overall construction quality, and project quality and safety. Accidents occur from time to time, and the current development still can't meet the needs of the people for a better life perfectly.

The "14th Five-Year Plan" period is the beginning of a new development stage, an opportunity period for implementing urban renewal actions and promoting new urbanization construction, and a critical period for accelerating the transformation and development of the construction industry.

On the one hand, as a part of China's super large market, construction industry is a significant front to form a new development pattern, which has huge potentials and space for development in terms of the merging with advanced manufacturing and information technology.

On the other, the focus of urban development has been switched from large scale increases to the upgrading of existing construction and structural adjustment of increases. People's need has also changed from having housing to having high-quality housing, which will provide rarely seen opportunity for the transformative development of construction industry.

The construction industry urgently needs to establish a new development idea, organically combine the expansion of domestic demand with the transformation of the development model, and advance both sides simultaneously, pursue high-quality development rather than high-speed growth and shift the emphasis from the expansion of quantity to the improvement of quality, step forward on a new way of intensive development.
