Justified Data Center Campus in Hawesville, Kentucky Awards Fluor EPC Contract
5 November 2026
Fluor Corporation has signed a engineering, procurement and construction (EPC) contract with TeraWulf Inc. for the development of three data center buildings at the Justified Data Campus in Hawesville, Kentucky, USA. The agreement marks a significant expansion of Fluor’s involvement in the project, moving the engineering and construction contractor from preliminary planning and pre-construction activities into full project execution.
Announced on November 4, 2026, the contract covers the development and construction of the three data center buildings at the Justified Data Center Campus. Fluor expects to recognize the award in the fourth quarter of 2026, following the finalization of pricing for the first two buildings. The contract also includes a cost-overrun arrangement under which Fluor assumes responsibility for overruns up to a specified percentage of its profit.
Earlier Limited Notice to Proceed (LNTP) Signed in March 2026
The latest agreement builds on an earlier limited notice to proceed (LNTP) signed in March 2026. Under that initial arrangement, Fluor was engaged to undertake master planning, early engineering and pre-construction services for the large-scale brownfield data center campus. Early works construction has since commenced at the site.
The definitive EPC agreement also expands Fluor’s responsibilities to encompass engineering, procurement, construction, testing and commissioning. It also introduces defined delivery milestones, open-book cost reporting, procurement oversight and contractual performance protections. Guaranteed maximum pricing (GMP) is also being established as engineering and procurement activities progress.
TeraWulf’s Justified Data Center Campus Development
Justified Data Center Campus is being developed on a former industrial site in Hawesville, in Hancock County, northwestern Kentucky. The brownfield development is intended to accommodate large-scale digital infrastructure supporting artificial intelligence (AI) and high-performance computing (HPC) workloads.
The project was initially announced with access to up to 480 megawatts (MW) of grid-connected power. This existing power infrastructure is an important consideration for the development, given the substantial electricity requirements associated with large-scale AI and HPC facilities.
Google and Anthropic Financing Support
TeraWulf has also secured a major long-term customer commitment for the campus. On November 4, 2026, the company announced credit support agreements with Google in connection with anticipated debt financing for approximately US$19 billion in contracted lease commitments with Anthropic. The agreements also strengthen the financing framework for the Justified Data Campus development. Google is also spearheading another billion-dollar development in Missouri, the Project Mica Data Center.
The Anthropic commitments also underline the growing commercial significance of the Kentucky development. This is as technology companies increasingly seek dedicated infrastructure to accommodate expanding AI computing requirements.
Construction Timeline and Project Delivery
Under the EPC milestone schedule, phased ready-for-service completions for the three data center buildings at Justified Data Center Campus are expected to begin in late 2027. This will continue through the second quarter of 2028.
The expanded partnership will also allow TeraWulf to retain its core development capabilities. This is while using Fluor’s engineering resources, procurement network, construction expertise and access to skilled subcontractors and labor. Furthermore, this arrangement is particularly important as the data center construction market faces increasing pressure on skilled labor availability, equipment procurement and project delivery schedules.
U.S. Data Center Construction Market
For Fluor, the contract further strengthens its position in the expanding data center construction market. The company is also using its Advanced Technologies and Life Sciences business line to pursue opportunities associated with the growing demand for AI infrastructure, high-performance computing and other technology-intensive facilities.
Fluor’s involvement in the Justified Data Center Campus also builds on its wider experience in delivering complex engineering and construction projects. The company will lead the project through its North American Data Center Execution Hub in Greenville, South Carolina.
With early works already underway and the definitive EPC agreement with Fluor now in place, the Justified Data Campus is advancing towards its next major construction phase. Its phased delivery through 2028 will also be an important step in expanding TeraWulf’s digital infrastructure portfolio. It is also expected to support the growing demand for dedicated AI computing capacity in the United States.
