Cairo Metro Line 2 Upgrade Prequalification Opens for $650m Modernization

Cairo Metro Line 2 Upgrade enters a new phase as prequalification officially begins for a major modernization program valued at over $650 million. The initiative targets one of Cairo’s busiest rail corridors, spanning 21.5 kilometers and serving 20 stations between Shubra El-Kheima and El-Mounib. Moreover, the program aims to extend asset life, improve reliability, and enhance passenger experience across the line.

The National Authority for Tunnels has invited qualified contractors to participate in the prequalification process. Interested firms must submit applications by April 30, 2026. Furthermore, the authority seeks experienced players capable of delivering complex rail system upgrades within an operational urban environment. This development builds on Egypt’s broader transport modernization strategy. In particular, it complements ongoing metro expansion and rolling stock renewal programs across Greater Cairo.

Scope and Technical Works

Cairo Metro Line 2 Upgrade focuses on a comprehensive rehabilitation of critical infrastructure systems. Firstly, contractors will replace outdated signaling systems to improve operational efficiency. Additionally, the program includes upgrades to the power supply network to support increased service frequency.

Track renewal forms another key component of the project scope. Engineers will rehabilitate selected sections to enhance safety and reduce maintenance requirements. Consequently, the line will achieve higher reliability and reduced operational disruptions.

The project also covers rolling stock modernization. A total of 39 train units will undergo refurbishment to meet current passenger expectations. This includes upgrading traction systems and installing modern features such as CCTV and onboard Wi-Fi.

Meanwhile, interior refurbishment will deliver improved seating, lighting, and passenger information systems. Therefore, commuters will experience a significantly enhanced travel environment.

Upgrade Financing and Procurement Strategy

Cairo Metro Line 2 Upgrade benefits from strong financial backing from international institutions. Notably, the European Bank for Reconstruction and Development and the European Investment Bank are supporting the program.

The total project cost exceeds €600 million, equivalent to approximately $650 million. As a result, the upgrade represents one of the most significant metro rehabilitation investments in Egypt.

The procurement process follows a structured prequalification stage. Subsequently, shortlisted bidders will proceed to the tender phase. This approach ensures that only technically capable contractors compete for the project.

In parallel, a separate contract covers rolling stock upgrades, with Construcciones y Auxiliar de Ferrocarriles playing a key role. This coordination ensures seamless integration between infrastructure and train systems.

Strategic Importance for Cairo’s Urban Mobility

Line 2 plays a critical role in connecting Greater Cairo with Giza. Therefore, its upgrade will directly impact millions of daily commuters. By modernizing signaling systems, operators can reduce train headways and increase frequency during peak hours.

Moreover, improved power systems will enhance operational stability. This reduces delays and ensures consistent service delivery. As a result, passenger confidence in public transport will increase.

The upgrade also aligns with Egypt’s long-term mobility strategy. Authorities continue to invest in sustainable transport solutions to reduce congestion and emissions. Consequently, the metro system remains central to urban development planning.

Similar projects such Cairo Metro Line 3 which was inaugurated in 2023, collectively demonstrates sustained investment in the country’s public transport infrastructure.

North Africa continues to expand and modernize its railway infrastructure through major investments in urban transit systems and long-distance rail corridors. Egypt’s Cairo Metro Line 2 upgrade focuses on improving urban passenger capacity, modernizing railway systems and enhancing operational efficiency. Similar infrastructure ambitions are evident in Algeria, where authorities are advancing new railway construction to strengthen regional connectivity and freight transportation. The 341km Algeria Southern Rail Section project highlights this expansion, with a new tender opening another construction phase in the country’s southern railway network.
