22 October 2026
The Joint Venture of Penta-Ocean Construction Co., Ltd. and Toa Corporation was recently awarded a contract for the “Construction of Port Facilities for Nacala Port Development Project Phase I and II” by the Ministry of Transport and Communications of the Republic of Mozambique.
The project will expand the existing facilities of the port by dredging the access channel of 260,000m3 and widen the port area by reclamation using 214,600 m3 of soil fill to accommodate the construction of new container terminal, access road and port railway, etc. The contract amount is approximately 25.6 Billion Japanese Yen for the joint venture with construction period of 36 months.
Located in northern Mozambique, Nacala port has a large and sheltered bay with calm and finest natural deep-water harbor in southeastern Africa. The port’s hinterland is endowed with abundant natural resources, fertile agricultural land, and increasing private sectors’ investment activities and exploration.
Strengthening the capacity of Nacala Port has potential profitability towards the development and revitalization of Nacala Corridor with the aim of supporting the economic growth in the region, especially the landlocked Malawi and Zambia, with increasing exports to the region as well as to Japan through Nacala Port.
Nacala Port was built 40 years ago and has now limited capacity to handle the growing volume of cargo due to significant deterioration of the port’s facilities and equipment affecting the cargo handling performance, limiting maintenance capacity, securing operational safety, etc. This project will increase the port’s capacity to handle cargo by constructing a dedicated container terminal with 14m deep quay wall extending up to 400m, which will be financed under ODA Loan of Japan.
At the 6th Tokyo International Conference on African Development (TICAD VI) held in August 2016, the Japanese government had promoted the strengthening of economics ties between Asia and Africa through exporting high-quality infrastructure amounting to approximately USD 30 Billion under public-private partnership. For Mozambique, the revitalization and development of Nacala Corridor is identified as the regional first priority for the economic growth in the region, thus the urgent rehabilitation of Nacala Port was implemented under the grant aid assistance by Japan which constructed by Penta-Ocean Construction Co., Ltd. in October 2015. The Nacala Port is expected to serve as a gateway to the economic growth in the Nacala corridor regional development after rehabilitation and equipping with modern facilities.
Penta-Ocean Construction Co., Ltd. and Toa Corporation will contribute to the further development plans of Africa that will create more economic opportunities available for its people through utilizing our advanced technological know-how that nurtured by time and challenges.
