Consortia Qualified for Jeddah–Makkah Direct Highway PPP Project Announced

The Roads General Authority (RGA), in collaboration with the National Center for Privatization & PPP (NCP), has announced the list of qualified consortia and companies that will proceed to the next stage of the Jeddah – Makkah Direct Highway Project, a strategic infrastructure initiative aimed at improving connectivity between Jeddah and Makkah.
The project is being developed under the Public-Private Partnership (PPP) model and represents an important step in enhancing transportation efficiency and supporting the Kingdom’s broader infrastructure development goals.
According to the announcement, two consortia and one company have successfully qualified. The first consortium includes ICA-construction in partnership with Algihaz Holding. The second consortium consists of Shaanxi Construction Engineering Group Corporation (SCEGC) and First Lamar for Development. In addition, Mada International Holding has also qualified as an individual company.
The Jeddah–Makkah Direct Highway Project is expected to significantly improve travel time, road safety, and logistics efficiency between the two major cities. The initiative forms part of Saudi Arabia’s ongoing efforts to expand modern transport infrastructure and facilitate smoother mobility for residents, pilgrims, and commercial traffic.
Further stages of the tendering process will involve detailed proposals from the qualified entities before the final selection of the project developer.
