Kuwait approves Sulaibikhat Bay development plans

Kuwait has approved plans to develop the Sulaibikhat Bay project to the west of Kuwait City. The project is located within Kuwait Bay and overlooks the coast from the Shuwaikh to the borders of Doha Port.
The development was approved by Manal Al-Asfour, Deputy Director General of the Urban Planning Sector in the Sulaibikhat Municipality. It includes the master plan, land uses, and building ratios for the overall development.
The project will be divided into six development areas including; Innovation zone, Sulaibikhat coast area, Sulaibikhat sports area, Ras Ushairj area, Ushairj residential area and Ushairj islands area.
The total project area is 8,152 square kilometres.
According to the reports in local media, "The municipality is implementing the urban policy of the state structural plan, approved by Decree No. 255 of 2008, which is established to monitor population growth, land uses, road networks, services, and public facilities, and the resulting availability of job opportunities."
GlobalData expects the economic output of construction industry in Kuwait to expand by 6.6% in real terms this year, supported by investment in the energy sector and government efforts to increase production in the oil and gas sector, coupled with investment in infrastructure development.
In July 2023, the government announced a four-year development programme, which included 107 major projects across various sectors.
GlobalData expects Kuwait’s construction industry to register an annual average growth rate of 3.9% from 2025 to 2028, supported by investment in renewable energy, transport, electricity, housing, and sports facilities, coupled with investment as a part of the New Kuwait 2035 National Development Plan.
The residential construction sector is expected to expand by 5.9% in real terms this year, before registering an annual growth of 3.2% from 2025 to 2028, supported by the government’s effort to implement the Kuwait Vision 2030 plan, under which the government plans to build 65,500 housing units through five projects by 2029.
