US$3.4 billion Ring Road PPP project awarded in Peru

The Private Investment Promotion Agency (PROINVERSIÓN) has awarded the Spanish consortium made up of the companies Cintra, Acciona and Sacyr the design, financing, construction, operation and maintenance of the Periférico Road Ring (AVP) megaproject that will connect 12 districts of Lima and Callao in Peru.
The 34.8-km highway aims to enhance connectivity by linking users to the North and South Pan-American Highway and the Central Highway. This infrastructure upgrade will facilitate efficient access to key locations such as the Port of Callao, Jorge Chávez International Airport, Port of Chancay, and the Ancón Industrial Park, thereby boosting the country's productivity and competitiveness. Notably, the improved road network will significantly reduce travel times, with estimates indicating a reduction from Ate Vitarte to Independencia from 60 minutes to just 15 minutes, from Ate Vitarte to San Juan de Lurigancho to 10 minutes, and from San Juan de Lurigancho to Independencia in only 5 minutes. Furthermore, the road will integrate seamlessly with Metropolitan Lima and Callao's primary urban transport systems, including Line 1 and Line 2 of the Lima Metro, a branch of Line 4 of the Metropolitan Metro, and the future San Juan de Lurigancho – Independencia cable car.
The construction phase, spanning 9.5 years, will be divided into three sections:
- Section 1 (8.7 km) from the Ovalo 200 miles to the Panamericana Norte (Ovalo del Naranjal);
- Section 2 (15.1 km) begins at Panamericana Norte and ends at Av. Ramiro Prialé; and
- Section 3 (11 km) from Av. Ramiro Prialé to Av. Circunvalación (intersection of Av. Del Aire with Av. Rosa Toro).
Moreover, the project entails the construction and/or enhancement of approximately 30 km of alternate or lateral roads to facilitate toll-free circulation for citizens. With a total cost of US$ 3,400 million (including US$ 2,300 million in investment and US$ 1,100 million for property release, interference, and other expenses), the concession period is set at 30 years.
