Tender issued for Housing PPP project in Ethiopia

The Ethiopian Ministry of Finance has invited eligible consultant firms to indicate their interest in providing a feasibility study report for the Chaka and Tiyit Bet Housing Development Project in Addis Ababa, Ethiopia.
The Ministry of Finance has secured financing from the African Development Fund for the Institutional Support Project to Strengthen Macroeconomic Management (ISP-SMM). A portion of this funding will be allocated for the procurement of a Technical Assistance (TA) firm to conduct feasibility studies for the Chaka and Tiyit Bet Housing Development Project. The objective is to compile a thorough feasibility study report that demonstrates affordability, value for money, and risk transfer under Ethiopian PPP regulations. The project entails the allocation of 4,000 hectares of land for housing development, with the project company granted rights to sell a portion of the housing units during the agreement period. Initially proposed under a 70/30 arrangement, the project will involve handing over 30% of housing units to the PMO office, while the project company retains the right to sell the remaining 70% to recoup investment costs upon completion. Under the supervision of the PPP department, the project aims to develop 10,000 housing units across 14 projects in the Yeka and Lemi-Kura sub-cities.
