Tender issued for Container Terminal Construction PPP Project in South Africa

Transnet National Ports Authority (TNPA) has launched a Request for Proposal (RFQ) for the appointment of terminal operators to fund, design, develop, construct, operate, maintain, and transfer the liquid bulk and/or green fuel terminals at the port of Richards Bay in South Africa.
TNPA is releasing this RFP as the initial phase for liquid bulk and/or Green Fuels Terminal Operators. In this phase, bidders are required to communicate their preferred first and second choices among the five available sites. The design of the terminal should be adaptable to any of the five sites. Once sites are allocated, each terminal operator must pay a monthly concession fee covering the entire land area of the site. Considerations for site allocation include compatibility with cargoes as per the land use strategy, ideal land use, connectivity to berths, and optimal revenue for TNPA. The designated sites for liquid bulk development/construction will have access to existing berths 208 and 209, as well as the planned berth 210. This includes common user infrastructure, to be developed and constructed by TNPA. The RFP welcomes proposals for all Liquid Bulk commodities, with the potential for the development of green fuels on any of the five sites, excluding LNG.
The deadline for submitting the RFQ is April 30, 2024.
