Belarus Pulp Mill Upgrading & Reconstruction Project Contract Officially Signed

On November 18, 2022, Standing Vice Manager of CITIC Construction Yang Jianqiang and General Manager of Belarus Swetlogorsk Pulp Mill OAO Yuri Kluck (transliteration) signed “Belarus Pulp Mill Upgrading & Reconstruction Project Contract” through video link and in the presence of Chairman of CITIC Construction Chen Xiaojia and Ambassador of the Republic of Belarus to China Yuri Chenko.
Subordinate to Belarus Bellesbumprom Concern, Swetlogorsk Pulp Mill with 400,000t/a pulp production capacity is the central & eastern Europe and the CSI region’s first large modernized pulp production factory in recent 40 years. To further raise the pulp mill’s economic return, the project owner plans to newly build 160,000t/a slightly-wrinkled kraft paper production line in reserved land of existing factory, and relevant products will be further processed into packing paper bags for food (e.g., milk) and building materials (including dry mix and cement). As the project’s EPC contractor, CITIC Construction will be responsible for the newly-built production line’s equipment supply, civil works, installation, commission, and training services, and the project’s total contract value hits about RMB 1.1 billion.
With its signing and implementation, this project will meet Belarus’s domestic demands for kraft papers, and greatly benefit development of Belarus papermaking industry and rise of the country’s employment rate. In addition, this project is regarded as CITIC Construction’s another important achievement in exploitation of Belarusian market, and it will add fuel to CITIC Construction’s development in core market of Russian-speaking regions.
The signing ceremony was attended by officials of the Embassy of Belarus in China, main senior executives of the project owner, and relevant responsible persons of CITIC Construction Eastern Europe and CSI Business Division.
